Leaburg Dam Crossing Times with Speed Bumps in Place 2013-09-18 to 2013-11-18

Scaling on Google Earth came up with a value of 0.09 miles to cross Leaburg Dam. Using that value, a vehicle travelling at the posted speed limit of 10 mph would cross the Dam in 32 seconds. I simply don't understand having a 10 mph speed limit but then using speed bumps that force the great majority of drivers to use a speed much lower than the posted limit. Drivers have a reasonable expectation of being able to drive the posted limit.
